Research demonstrates that when peacebuilding activities are gender inclusive, their outcomes are more durable.1 As Counterpart International is increasingly operating in fragile, conflict, and violence-affected (FCV) contexts, this tool was developed to enhance the design, implementation, and adaptation of gender-aware and transformative activities in such challenging environments. By enhancing gender inclusion, our goal is that activities will increase the likelihood for sustainable, community-owned solutions.
This tool is designed to guide program implementers to consider key factors (time use, safety and security, status, power and influence, and the enabling environment) that inform gender norms and power relations in FCV contexts, along with how to adapt the program’s activities accordingly. This tool can also be applied in non-conflict situations.
